ICT Governance Committees
Secretaries’ ICT Governance Board (SIGB)
The Government approved new governance arrangements to oversee the implementation of the ICT Reform Agenda on 24 November 2008.
The Secretaries’ ICT Governance Board (SIGB) reports to the Expenditure Review Committee and drives the Government’s ICT Reform Agenda. It replaces the former Secretaries' Committee on ICT (SCICT).
The SIGB will be supported by the Chief Information Officer Committee, the Business Process Transformation Committee, and the Chief Information Officer Forum.
The SIGB will be focused on business, not technology or technical issues, and will be empowered to set whole-of-government strategies to support the policies and vision determined by Ministers.
The SIGB comprises members at the Secretary or CEO level and is chaired by Mr David Tune, PSM, the Secretary of the Department of Finance and Deregulation.
The agencies represented on the SIGB include:
- Department of the Prime Minister and Cabinet
- Department of Human Services
- Australian Customs and Border Protection Service
- Geoscience Australia
- Australian Taxation Office
ICT Reform Program Board (ICT RPB)
The SIGB established the ICT RPB to manage the implementation of the ICT Reform Program. In December 2009 the SIGB agreed to discharge the ICT RPB, acknowledging that the implementation of the ICT Reform Program is well advanced and that there is sufficient oversight of the Program through the SIGB and the ERC.
Business Process Transformation Committee (BPTC)
Under the direction of the SIGB, the BPTC investigates, identifies and endorses government business issues and solutions and emerging trends to be applied at a whole-of-government level. In undertaking its role, the BPTC collaborates with the Chief Information Officer Committee (CIOC). The BPTC provides expert business advice to the CIOC.
The BPTC is chaired by Finance and comprises Deputy Secretary representatives from central bodies, portfolio departments and service delivery agencies.
The BPTC is currently reviewing its Terms of Reference.
Chief Information Officer Committee (CIOC)
Under the direction of the SIGB, the CIOC investigates, identifies and endorses ICT issues and solutions and emerging trends to be applied at a whole-of-government level. In undertaking its role, the CIOC collaborates with the BPTC. The CIOC provides expert technical advice to the BPTC.
The CIOC is chaired by Finance and comprises Chief Information Officers (CIOs) representative of central bodies, portfolio departments and service delivery agencies.
Cross Jurisdictional Chief Information Officers' Committee (CJCIOC)
The Cross Jurisdictional Chief Information Officers' Committee (CJCIOC) reports to the Online and Communications Council (OCC) [
] and addresses e-government issues which span jurisdictional boundaries. The CJCIOC provides leadership to all areas of government on implementing national strategic approaches to ICT across government.
Under the Connected Government theme, federal, state, territory and local governments collaborate on simple, convenient approaches for citizens and business to interact with government. This occurs through formalising frameworks and strategies to improve government service delivery and business processes.
Membership of the CJCIOC includes CIOs or equivalent from each state and territory government, and a representative of the Australian Local Government Association. New Zealand has observer status. The CJCIOC is chaired by the Australian Government CIO.
Chief Information Officer Forum (CIOF)
The Chief Information Officer Forum (CIOF) is a consultation and information sharing forum consisting of Chief Information Officers (CIOs) of smaller agencies not represented on the CIOC. It provides advice to the CIOC and the SIGB.
